Survey on Satisfaction with Local Public Services and Living Environment 2024

In November and December 2024, Kantar Emor will conduct a survey among Estonian residents aged 16 and older. The survey is commissioned by the Ministry of Regional Affairs and Agriculture and has been approved by the Data Protection Inspectorate.

The aim of the survey is to gather an overview of Estonian residents’ satisfaction with the public services and living environment in their local municipality. The results of the survey will serve as input for public sector institutions in planning regional policies and evaluating the effectiveness of past actions. Similar surveys were previously conducted in 2020 and 2022. The aggregated results by municipalities will be published in the first half of 2025 on the portal minuomavalitsus.ee.

Approximately 9100 people across Estonia will be surveyed. The sample has been selected randomly from the Population Register. You can find more detailed information about personal data processing here: https://emor.ee/privacy-policy.

Those selected for the survey will receive an invitation via email to participate. In demographic groups where the online response rate is lower than expected, phone interviews will be conducted in November and December. The survey will continue until the target sample size is reached.

Participation in the survey is voluntary. You can decline to participate by replying to the invitation email or by emailing the address provided in the survey invitation.

The person to whom the invitation was sent should be the one to respond to the survey. If that person cannot complete the survey independently, they may receive assistance from another. If answering is not possible even with help, a family member may respond on their behalf, but they must enter their own demographic information (e.g., gender, age) into the questionnaire.

The survey link in the invitation allows for one-time completion. However, if needed, you can pause and later resume from where you left off by using the same link.

Confidentiality is ensured for all participants – no names or contact details will be shared with the commissioner, nor will any responses be linked to individual participants (the results will be analysed in larger respondent segments). The names and contact details of those selected for the sample will only be used for this specific survey and will not be shared with third parties. After the survey is completed, all contact details of the participants will be deleted.

One hundred €50 Partner gift cards will be raffled among all survey participants! To participate in the raffle, you can provide your contact information (email or phone number) at the end of the questionnaire, which will be deleted after the raffle is conducted.
